Oh boi...
Listings come from a separate service that this site reads. Installing a pack needs the desktop client, which is still in development, so nothing installs yet. Paid listings open a server-validated checkout: the product and price are resolved on the server before you reach a payment page, and the client never sets what you pay.

Hit Get on any listing onboarded for sale. The product and price are resolved on the server, then your browser gets a single canonical checkout link. The price is never set client-side.
Both are supported. The split is not knowable here, because prices live on the listing service and are not something this page can count. Only listings a seller has onboarded for sale open a checkout. Installing any of them, free or paid, needs the desktop client, which has not shipped yet.
The listing format has a voice type, but nothing that ships today can speak one. The Discord bots use their own two built-in voices and fall back to the standard voice engines for anything else. Treat voice as a slot that is not wired up rather than something to buy.
No, and there is no way to publish from this site yet either. Publish-time blocking on the service covers clearly illegal content. Scams, IP infringement and impersonating a canonical character are against the rules too, but those are handled after the fact through reports rather than blocked at upload. Adult listings are allowed, must be tagged 18+, and are hidden from the default browse view behind an age check.
Every listing carries a Report control. A report opens a queue entry on the listing service, a listing can be taken down, and a creator can be struck; enough strikes suspend their publishing. If the service does not accept the report, the page tells you it was not recorded rather than pretending it landed.
